Abstract:
WQCOASTL depicts the line features of Maine's coastline at mean high water, based on USGS 1:24,000 scale quadrangles. Some New Hampshire and New Brunswick coastlines are also included, based on a mixture of USGS 1:24,000 data and SPOT satellite imagery. Data for this coverage were digitized from the Mean High Water (MHW) line as shown on USGS 1:24,000 scale quadrangle maps. In addition, tidal rivers and ponds are also included in this coverage. The extent of tidal features was determined by a group of marine specialists familiar with Maine's coast. For rivers where the tidal extent was unclear the first contour or bridge crossing the river was used. Features which may be tidal but were connected to the coast by single line streams are not included in the dataset at this time. Arcs contain codes describing coastline type, such as MHW, causeway, contour, or river mouth closure line.
MEDEP staff did extensive code checking and corrections, and extended the coastline further into New Brunswick and New Hampshire to make maps look more 'complete' in boundary areas. MEDEP staff buffered the NH and NB coastline to 3 nautical miles, and calculated a buffer for Mt Desert Rock. Additional lines were added by MEDEP staff to indicate coastal seawater classifications as outlined in MRSA 38 4-A, and the attribute coding scheme was simplified. Data are current to HP 1401 LD 1891 An Act to Reclassify Certain Downeast Waters, effective July 30, 2004.
Purpose:
WQCOASTL contains lines of coastal features, tidal rivers and ponds for mapping purposes with water quality classification. Data at this scale is suitable for use in local planning and detailed studies. Be aware that data in eastern New Brunswick and southern New Hampshire may be captured at a scale less than 1:24,000.

Digitizer tolerance specified equivalent to 0.005 digitizer units, RMS error not to exceed 0.005. Horizontal positional accuracy for the digital data is tested by visual comparison of mylar proof plots to the original manuscript maps. For each digital map created, a mylar proof plot of that map was made to verify that the original data have been digitized within the accuracy requirements of "Data Standards for Maine Geographic Information Systems, 1990". A proof plot was plotted on mylar at the same scale as the manuscript. All lines on the proof were a linewidth of 0.01 inch or less. By visual inspection of the proof plot against the original 1:24,000 scale data, ninety percent of the cartographic features on a map were found to be digitized within 0.01 inches measured from the centerline or center point of the feature. One hundred percent of all cartographic features were found to be digitized within 0.02 inches.

1:12000 A digital orthophoto is a computer-generated image of an aerial photograph in which the image displacement caused by terrain relief and camera tilt has been removed.
A digital orthophoto can be incorporated into any geographic information system (GIS) that can manipulate raster images. It can function as a cartographic base for displaying, generating, and modifying associated digital planimetric data. Other applications include vegetation and timber management, routing and habitat analysis, environmental impact assessments, emergency evacuation planning, flood analysis, soil erosion assessment, facility management, and groundwater and watershed analysis. The accuracy and extraordinary detail provided by the digital orthophoto allow users to evaluate their data for accuracy and completeness, make real-time modifications to their data, and even generate new files.
DOQQ is a mosaic of digital orthophoto quarter quadrangles stored in a Maine Office of Geographic Information Systems (MEGIS) Oracle/ArcSDE environment. The digital orthophoto quarter quadrangles that form the mosaic are available for download from the Maine GIS Internet Data Catalog in compressed MrSID format in 7.5 minute quadrangle map extent. Compression with LizardTech's MrSID software creates two files a .sid image and an .sdw file georeferencing file, approximate size of the download is 12MB, one sixteenth of the uncompressed DOQQ image.

Each MaineGIS 1:24000 base layer represents the automation of a thematic layer from a U.S.Geological Survey (USGS) 7.5 minute series 1:24000 scale quadrangle map. Since the early 1990s, Maine Department of Conservation (MEDOC) has led a multi-agency effort to fund the automation of data to serve a diverse suite of state agency applications in areas that include natural resource management, environmental protection, transportation, and human services. Initially nine base layers were identified for conversion to digital files: coast, contours, otrans, ponds, rivers, roads, streams, towns and wetlands. Automation and quality control, of over 700 U.S.G.S. quadrangles that cover the State of Maine, were coordinated by the Maine Office of Geographic Information Systems (MEGIS). Automation was verified using quality control parameters and procedures outlined in MaineGIS "Data Standards for Maine Geographic Information Systems", March 1990. For MaineGIS base layers, a number of contracted sources were used to scan and vectorize the data from mylar separates or the best available media. Digital files were delivered by contractors in Universal Transverse Mercator (UTM) projection, Zone 19 referenced to the North American Datum of 1927 (NAD27) and in ARC/INFO format, the software standard for Maine's statewide GIS. Quads were digitized at a Root Mean Square (RMS) error not to exceed 0.005 and at a fuzzy tolerance equivalent to 0.002 digitizer inches at the scale of the manuscript map. Map features were digitized within the equivalent of 0.01 in. of the original manuscript. Mylar proof plots of the digitized coverages, with USGS tick marks, neatline and legend, were generated at a pen width of 0.01, and at the original scale, and provided by contractors on delivery of each digitized quad. The Maine Office of GIS completed the conversion of all final data layers from NAD27 to NAD83 in July 1999. All the data layers were converted using the ArcInfo (version 7.2.1) NADCON conversion by using the "project" command in ArcInfo. All data was copied to double-precision, projected to NAD83, and then copied back to single precision. It was decided to keep the NAD27 quad structure instead of generating new quad boundaries from NAD83 coordinates - all indexes (quads) were projected to NAD83 by using the same process previously described. All the Maine Office of GIS data libraries in ArcInfo Librarian were re-created using the NAD83 indexes and data.

Coastal areas in New Hampshire and New Brunswick were extended by screen-digitizing from SPOT imagery. In this manner, coastal areas were digitized east to Seeley Cove in New Brunswick (including Grand Manan and Campobello Islands), and south to the MA-NH border. Lines were digitized from a combination of SPOT and LandSat TM imagery, and thus will be less detailed than those for Maine.

Entity and Attribute Overview: WQCOASTL contain ARCS coded that describe coastline type, such as Mean High Water (MHW), causeway, contour, dam, bridge. Arc codes also include closure types, island arcs, state or province, and type.
Entity and Attribute Detail Citation:
The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: FID (feature identifier), Shape (feature geometry), OBJECTID and SHAPE_lengt. In addition, most GIS formats will carry fields for PERIMETER, AREA and/or LENGTH according to feature geometry. These fields are typically available by default, with the units based on coordinate system or projection units of GIS data. Most GIS software packages also provide a means to calculate these values. It is important to test any columns containing PERIMETER, AREA or LENGTH values before using them for analysis purposes. These important values can be carried from format to format and become out-dated. Verify that the values are correct. Also, in your GIS software, please view the properties of data layers for the map units used to calculate these fields, and for the units set for display purposes.

MEGIS has made all vector layers, in the Maine GIS Internet Data Catalog, available in ESRI's ArcView shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, ArcExplorer. Shapefiles are a compatible data type for many other types of GIS software. Three files are fundamental to each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles.
