Abstract:
MECNSLND contains conservation lands ownership boundaries at 1:24,000 scale for Maine land in federal, state, and non-profit ownership with easements. State, county, town, and coast boundary data were obtained from MEGIS town boundary dataset METWP24. 1:24,000 US Geological Survey (USGS) digital line graph data was used for hydrography and transportation features. Where state, county, and town boundaries were coincident with property boundaries, the coincident features were taken from METWP24. Where hydrography, roads, railroads and power-lines were coincident with property boundaries, the coincident features were taken from 1:24,000 digital line graph data. The ownership lines do not represent legal boundaries nor are the ownership lines a survey. MECNSLND is an inventory.
Original mapping and text on this theme, produced in 1989 and updated in 1993 by R.D. Kelly Jr., Maine State Planning Office (MESPO). MESPO contacted agencies and organizations to obtain locations of conservation and public lands, and prepared hard copy maps. Mapping was based on USGS 1:250,000 quadrangles and was originally published in digital form by the Maine Office of GIS as MEPUB250. The Maine Cooperative Fish and Wildlife Research Unit, University of Maine at Orono, digitized the maps, built the attribute database and subsequently, compiled the data at 1:100,000 scale with standard USGS quadrangles as a base to produce MEPUB100. MEPUB100 was used as a basemap for the development of MECNSLND.
Purpose:
MECNSLND was created to provide GIS coverage for the conservation lands database. The ownership lines do not represent legal boundaries nor are the ownership lines a survey. The data contained in MECNSLND is an inventory only. Users must assume responsibility in determining the usability of this data for their purposes. Data at this scale is suitable for local and regional planning.

This citation is for the first official Standard Geographic Code endorsed and adopted by the Governor of Maine, on July 1, 1971. Geocodes have undergone subsequent revisions, all of which were "officially" rolled back to this 1971 list by Maine's Information Services Policy Board (ISPB), as of January 2000. In 1971, all Maine state agencies were requested to implement these five digit geocodes, in agency information systems, to build a base of data for Maine's Minor Civil Divisions (MCDs) and to promote data sharing. Data coded by MCD may subsequently be summarized by any other type of region, administrative district, natural area, etc. The first two digits of the geocode represent the federal code (FIPS) for Maine counties, the remaining three digits uniquely identify each of Maine's MCDs and Reservations. Process Description:
Soon after the publication of MEPUB100 work began on an irregular basis to keep the conservation lands database up to date. This step was the beginning of the current MECNSLND. New properties were added at a scale of 1:24000. Work was also begun, on an irregular basis, to use 1:24000 features for property lines that were coincident with hydrography, roads, railroads, power lines, and political boundaries. These coincident features were taken from the 1:24000 scale in the Maine GIS library. In 2001 funding was provided by the Maine Department of Conservation (MEDOC) to the Maine State Planning Office (MESPO) through a federal grant for the State Comprehensive Outdoor Recreation Plan (SCORP) to continue to update MECNSLND but on a regular basis. With the cooperation of federal, state, and several non-profit land holding agencies this work has been ongoing since that time. As with all maps or coverages involving property this database will always be in a state of refinement and revision as new properties are added, deleted, changed or corrected.

The Maine State Planning Office (MESPO), Augusta, Maine digitized the properties on MECNSLND and built the attribute database. POLYGON attributes consist of the following: AREA, PERIMETER, MECNSLND#, MECNSLND-ID, PARCELNAME, MCD, COUNTY, CONSER_LAND, PRIMARYOWN, SECONDOWN, THIRDOWN, FEE_STATUS, CIREG, ACREAGE, LMFB, DATEACQ, COAST.
Entity and Attribute Detail Citation:
The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: FID (feature identifier), Shape (feature geometry), OBJECTID and SHAPE_lengt. In addition, most GIS formats will carry fields for PERIMETER, AREA and/or LENGTH according to feature geometry. These fields are typically available by default, with the units based on coordinate system or projection units of GIS data. Most GIS software packages also provide a means to calculate these values. It is important to test any columns containing PERIMETER, AREA or LENGTH values before using them for analysis purposes. These important values can be carried from format to format and become out-dated. Verify that the values are correct. Also, in your GIS software, please view the properties of data layers for the map units used to calculate these fields, and for the units set for display purposes.

The results of such a conversion are greatly improved by the use of PRECISION setting DOUBLE, DOUBLE and careful management of tolerances. Shapefiles tolerate overlapping features, coverages maintain these with correct attribution only if a REGIONS subclass is specified and retained.

An Arc/Info export file is an interchange format used to transfer spatial data, INFO data files, and other ESRI ARC/INFO files between various machine types. Export files have the suffix .e00 and contain, in fixed-length ASCII format, all spatial information available for each feature. The command IMPORT is available in A/I to convert the export file to original format, i.e. coverage, grid, or other spatial data file. Import will add a spatial data file and a related INFO file to a machine directory. ESRI's ArcView is packaged with an import utility called IMPORT71 for the same export file conversion. The utility is also available through the FREE software link on the Maine GIS Data Catlaog under "CDProducts" at http://megis.maine.gov/catalog/ or from ESRI at http://www.esri.com/. CARE MUST BE TAKEN after import, not to separate the spatial information from its related INFO file. Since export files are in ASCII format make sure any file transfer method like FTP is executed under ASCII mode. Binary transfer will not work correctly.
