Abstract:
E911RDS contains updated road centerline and road name data for Maine at 1:24,000 scale. E911RDS digital roads were developed, and are maintained, to serve the Enhanced 911 project in Maine. In 1988, Maine voters approved the statewide deployment of Enhanced 9-1-1 service. Enhanced 9-1-1 has many public safety benefits, the two most important features are: the public's ability to dial 9-1-1 for all emergencies and automatic caller location information, critical to speeding up the dispatch of emergency services.
The Maine Office of GIS (MEGIS) is working with the Public Utilities Commission (MEPUC), Emergency Services Communication Bureau (ESCB) to support a statewide implementation of Enhanced 9-1-1 service. MEGIS' role in this implementation is to provide technical assistance to towns that need to establish physical addresses. Physical addresses for participating towns are developed based on community defined address intervals, and road names, applied to an updated set of digital roads. E911RDS data contains up-to-date road names and address ranges for participating Maine towns.
Data is statewide and divided by minor civil divisions. The data set was developed from USGS 1:24,000 digital roads data and is in ArcInfo coverage format. The project used GPS collection and worked with each municipality to verify road and roadname data. Other data sources include MEDOQs (appended, compressed USGS Digital Orthophoto Quarter Quadrangles), 10 meter panchromatic sharpened SPOT imagery from the USA Select Statewide Program and US Department of Commerce, Bureau of Census TIGER/LineFiles. Ongoing maintenance of the final data includes the addition and/or correction of roads, roadnames and address ranges at the request of each municipalities Addressing Officer.
Purpose:
E911RDS data was developed to implement the Enhanced 911 project in Maine. This data contains up-to-date road names and address ranges for the State of Maine. Data at this scale would be useful for planning, utility, development and various other applications.
Northern Maine woods roads GPS'd by the Maine Forest Service during the summer of 2005 were added to the data set June 2006. The roads are not in the E911 system and have been provided only to assist local emergency efforts. Attributes on road class, road width and road condition were populated by the Maine Forest Service at the time of collection. This tabular data is available from the E911 project upon request and publication is pending.

Attribute accuracy is tested by manual comparison of the source with hard copy printouts and/or symbolized display of digital files. Attributes for the items LCITY and RCITY represent location names, i.e. Springvale. Location names attributes are used to match telephone company MSAG data. These attributes are also important to geocoding. 98% of the time the location name is also the minor civil division name and will match the attributes of the item TOWN.
Logical Consistency Report:
Spatial topology meets Maine GIS Data Standards. Spatial topology is clean and free of errors. Edge matching issues were resolved with the use of other sources. The coverage has been BUILT to LINE.
The attribute MEGIS_ID is unique to a feature. As a feature is updated spatially, the MEGIS_ID is archived with the associated feature and new MEGIS_IDs are created.

E911RDS were initially mapped using 1:24,000 base data, and data from Census 1990 TIGER/Line files. Address development included proofing ground locations, GPS collection of new roads and changed roads, attribution of any new road names on the authority of each municipality, and the determination of a minimum and maximum address range for each road. Maintenance of the finalized or addressed data includes local E911 addressing officer feedback and update, visual comparison with available high resolution orthophotography. Data update is continual based on submission of updates from each municipal addressing officer.The item SOURCE and feature metadata items (FM prefix) contain information on the source of linework and the level of locational accuracy that can be expected for each feature.

This citation is for the first official Standard Geographic Code endorsed and adopted by the Governor of Maine, on July 1, 1971. Geocodes have undergone subsequent revisions, all of which were "officially" rolled back to this 1971 list by Maine's Information Services Policy Board (ISPB), as of January 2000. In 1971, all Maine state agencies were requested to implement these five digit geocodes, in agency information systems, to build a base of data for Maine's Minor Civil Divisions (MCDs) and to promote data sharing. Data coded by MCD may subsequently be summarized by any other type of region, administrative district, natural area, etc. The first two digits of the geocode represent the federal code (FIPS) for Maine counties, the remaining three digits uniquely identify each of Maine's MCDs and Reservations. E911RDS contain single line roads coded for road name in the item RDNAME, address ranges are listed in the item RANGE and E911 yes or no. The item CLASS is a remnant of the source data and is not maintained or updated. FM items were coded from the item SOURCE. The item SOURCE remains for use and for demonstration of correspondence with FM values; however, FM items provide the most specific and accessible information about the sources of ARC features in the coverage. Entity and Attribute Detail Citation:
The ArcInfo coverage, ArcView shapefile, ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: <title>#, <title>-ID, <title>_, <title>_ID, FID (feature identifier), Shape (feature geometry), OBJECTID. Other default attributes, that may be present, refer to the topological relationships between features, for example RIGHTPOLY or R_POLY, LEFTPOLY or L_POLY, FROMNODE or F_NODE, TONODE or T_NODE. In addition, most GIS formats will carry fields for PERIMETER, AREA and/or LENGTH according to feature geometry. These fields are typically available by default, with the units based on coordinate system or projection units of GIS data. (Units are meters for Maine GIS data.) Most GIS software packages also provide a means to calculate these values. It is important to test any columns containing PERIMETER, AREA or LENGTH values before using them for analysis purposes. These important values can be carried from format to format and become out-dated. Verify that the values are correct. Also, in your GIS software, please view the properties of data layers for the map units used to calculate these fields, and for the units set for display purposes.

MEGIS has made all vector layers, in the Maine GIS Internet Data Catalog, available in ESRI's ArcView shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, ArcExplorer. Shapefiles are a compatible data type for many other types of GIS software. Three files are fundamental to each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles.
