Description:
Abstract:
BOATLNCH depicts state-managed and state-assisted boating facility locations throughout Maine at 1:24000 scale or better recorded by the Boating Facilities Division of the Bureau of Parks & Lands. Maine's Bureau of Parks and Lands, Maine's Department of Inland Fisheries & Wildlife and land owners provide access to lakes, ponds, rivers, and the coast at 456 locations. Sites may have gravel or hard-surfaced ramps and may include boarding floats, rest rooms and picnic tables. A few sites have canoe or carry-in access only. Some ramps on tidal waters may be useable only at high tides and are designated "part-tide" facilities. A brochure listing all the boat launches is available by calling (207) 287-4952 or you can view an online version at http://www.state.me.us/doc/parks/programs/boating/index.html .
Purpose: BOATLNCH provides digital mapping of Maine boating facilities on both coastal and inland waters, and shows the locations of state-managed and state-assisted boat launches in Maine.
Supplemental Information:
Use scale appropriate to 1:24000 to map most of these features. Those attributed with CONFIDENCE equal to 1 are known to be within 3 meters of their actual location and can be mapped at a larger scale of approximately 1:2500. Those attributed with CONFIDENCE of 2 are known to be within 12 meters of their actual location. Those attributed with CONFIDENCE of 3 are known to be within 24 meters of their actual location.

Attribute Accuracy:
Attribute Accuracy Report:
Attributes have been drawn from tabular data maintained by the Boating Facilities Division, Bureau of Parks and Lands, Maine Department of Conservation. Some town names by the originator do not correspond to standard common names, as listed in "Standard Geographic Codes for Maine Minor Civil Divisions", 1971. MIDAS numbers have been compared for accuracy to MDIFW/MEDEP MIDAS update 2003. MEDEP and other hydrography names can be related using the MIDAS number. Hydrography feature names in BOATLNCH are those assigned by MEDOCBPL Boating Facilities Division and do not necessarily correspond with either USGS GNIS names or MEDEP hydrography names.
Logical Consistency Report:
Spatial topology is clean and free of errors. The coverage has been built to POINT. Each point has been given a unique ID in the item FILENO. XY coordinates in BOATLNCH attribute table are collected values. Some of the points have been offset from the collected location, in order to achieve a visual compilation with basemaps and available imagery.
Completeness Report: Data set is complete.
Positional Accuracy:
Horizontal Positional Accuracy:
Horizontal Positional Accuracy Report:
Horizontal accuracy for the GPS collection is not documented at this time. Horizontal positional accuracy for the collected data has been spot checked by visual comparison to digital raster graphics of the U.S. Geological Survey 7.5 minute series maps. Sampling suggests 90% of the points are expected to compile correctly to this data at 1:24000 scale. The CONFIDENCE field indicates the level of accuracy one could expect from a specific location. Those features with a CONFIDENCE of 1 are known to be within 3 meters of their actual location and so can be mapped at a larger scale, approximately to 1:2500. Those features with a CONFIDENCE of 2 are known to be within 12 meters of their actual location. Those attributed with CONFIDENCE of 3 are known to be within 24 meters of their actual location.
Quantitative Horizontal Positional Accuracy Assessment:
Horizontal Positional Accuracy Value: 3
Horizontal Positional Accuracy Explanation: CONFIDENCE 1-GPS data were differentially corrected using base station data. Parameters set for GPS collection typically provide accuracy ranges of 2 to 5 meters.
Quantitative Horizontal Positional Accuracy Assessment:
Horizontal Positional Accuracy Value: 12
Horizontal Positional Accuracy Explanation: CONFIDENCE 2-Compilation base data meets National Map Accuracy Standards for 1:24,000 scale.
Quantitative Horizontal Positional Accuracy Assessment:
Horizontal Positional Accuracy Value: 25
Horizontal Positional Accuracy Explanation: CONFIDENCE 3- Compilation base data meets National Map Accuracy Standards for 1:24,000 scale.

Other Citation Details:
This citation is for the first official Standard Geographic Code endorsed and adopted by the Governor of Maine, on July 1, 1971. Geocodes have undergone subsequent revisions, all of which were "officially" rolled back to this 1971 list by Maine's Information Services Policy Board (ISPB), as of January 2000. In 1971, all Maine state agencies were requested to implement these five digit geocodes, in agency information systems, to build a base of data for Maine's Minor Civil Divisions (MCDs) and to promote data sharing. Data coded by MCD may subsequently be summarized by any other type of region, administrative district, natural area, etc. The first two digits of the geocode represent the federal code (FIPS) for Maine counties, the remaining three digits uniquely identify each of Maine's MCDs and Reservations. As an information service to state agencies and the public, geocodes for Maine, are now maintained, updated and made available for download, in comma delimited text and .dbf format, through the Maine Office of Geographic Information Systems (MEGIS) Data Catalog at http://megis.maine.gov/catalog/ , "Tables" link.

Updated BOATLNCH data set, a quick check of MIDAS numbers with a recent MIDAS update (MEDEP/MDIFW) turned up the following that were corrected in a MIDAS text format field, and a MIDAS number field prior to publication
MEDOC/MEDEP notified of the updates 03/15/2004.
Most are related to the MIDAS standard four digit format, but here are two numbers that I believe need correction.
Grace Pond was 0150 should be 0152
Crystal(Beal) Pond was 3226 should be 3626
MIDAS numbers have a standard four digit format and all leading zeroes should be preserved up to four digits, so you may want the correct format on the following:
Great East Lake was 03922 should be 3922
Jones Pond was 05466 should be 5466
Little Ossipee Pond was 05024 should be 5024
Penman Pond 113 sb 0113
Porter Lake 12 sb 0012
Spednic Lake 121 sb 0121
Mountain View Pond 269 sb 269
Lake Hebron 301 sb 0301
Little Pennesseewassee Pond 367 sb 0367
Flagstaff Lake 38 sb 0038
Moosehead Lake 390 sb 0390
Arnold Brook Lake 409 sb 0409
First Roach Pond 436 sb 0436
Wesserunsett Lake 70 sb 0070
Fahi Pond 74 sb 0074
Center Pond 760 sb 0760
Embden Pond 78 sb 0078
Sebec Lake 848 sb 0848
Lake Onawa 894 sb 0894
Seboeis Lake 954 sb 0954
Upper Narrows Pond 98 sb 0098
Ambajejus Lake 982 sb 0982
South Twin Lake 982 sb 0982
Carry MIDAS in a text field. It is correct to carry any numbers not used for calculation as text. Also this preserves the MIDAS standard four digit format with leading zeroes.
Some agencies carry MIDAS as a number field. Often this happens unintentionally when TEXT data type isn't specified on import of tabular data. A number field strips off the leading zeroes which makes comparisons and relationships problematic, and causes quite a bit of confusion. For Maine GIS data publications, we use an option to cover both data types, that is to carry the MIDAS identifiers in a four digit format text field, and also as a numeric field. Both of these fields have been added to BO

Overview Description:
Entity and Attribute Overview:
BOATLNCH contains attributes that describe location, waterbody, access, and facilities at the boat launch. These include: LONGITUDE, LATITUDE, GEOCODE, MCD, COUNTY, WATERBODY, TYPE of RAMP surface, width, length and grade, TYPE, FLOATS, FEES, FACILITY, MIDAS number, FILE_No, OWNERSHIP, S_Or_L, TIDE COMBO, RIGPARKING, VEHICLE PARKING, ADA, YEAR IN USE,LAT/LONG SOURCE, and LAT/LONG CONFIDENCE. Some town names used by the originator do not correspond to standard common names, as listed in "Standard Geographic Codes for Maine Minor Civil Divisions", 1971. The field MCD was added to list the standard common names used in Maine GIS data sets. MIDAS numbers have been compared for accuracy to MDIFW/MEDEP MIDAS update 2003. MEDEP hydrography names can be related using the MIDAS number. Hydrography feature names in BOATLNCH are those assigned by MEDOCBPL Boating Facilities Division and do not necessarily correspond with either USGS GNIS names or MEDEP hydrography names.
Entity and Attribute Detail Citation:
The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: FID (feature identifier), Shape (feature geometry), OBJECTID and SHAPE_length. In addition, most GIS formats will carry fields for PERIMETER, AREA and/or LENGTH according to feature geometry. These fields are typically available by default, with the units based on coordinate system or projection units of GIS data. Most GIS software packages also provide a means to calculate these values. It is important to test any columns containing PERIMETER, AREA or LENGTH values before using them for analysis purposes. These important values can be carried from format to format and become out-dated. Verify that the values are correct. Also, in your GIS software, please view the properties of data layers for the map units used to calculate these fields, and for the units set for display purposes.

Format Name: ESRI Shapefile
Format Version Number: ARC Version 9.x
Format Specification: ArcView Shapefile Format
Format Information Content:
MEGIS has made all vector layers, in the Maine GIS Internet Data Catalog, available in ESRI's ArcView shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, ArcExplorer. Shapefiles are a compatible data type for many other types of GIS software. Three files are fundamental to each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles.

MEGIS has made all layers, in the Internet Data Catalog, available in ESRI's ArcView shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, and ArcExplorer; an existing ARC/INFO coverage can be converted to a shapefile by export; other spatial data formats can be converted to shapefiles. Three files are created for each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles. CAUTION: When you edit an existing theme or shapefile you are creating a new version of a source; give your version a new name or a version identifier to reflect your edits. Be prepared to fully document your sources and to both quantify and qualify the edits you make in order to facilitate coordination with other data sources. PLEASE NOTE: conversion to shapefile format changes some characters ( # - .) to underscores; item names over 10 characters are truncated. An effort will be made over time to consider these limitations in item names, and to eliminate the use of these characters in Maine GIS data development. It should not be assumed that a conversion from shapefile back to coverage will produce the same data. The results of such a conversion are greatly improved by the use of PRECISION setting DOUBLE, DOUBLE and careful management of tolerances. Shapefiles tolerate overlapping features, coverages maintain these with correct attribution only if a REGIONS subclass is specified and retained.

Format Name: ARCE
Format Version Number: ARC Version 8.3
Format Specification: ARC/INFO Export Format
Format Information Content:
An Arc/Info export file is an interchange format used to transfer spatial data, INFO data files, and other ESRI ARC/INFO files between various machine types. Export files have the suffix .e00 and contain, in fixed-length ASCII format, all spatial information available for each feature. The command IMPORT is available in A/I to convert the export file to original format, i.e. coverage, grid, or other spatial data file. Import will add a spatial data file and a related INFO file to a machine directory. ESRI's ArcView is packaged with an import utility called IMPORT71 for the same export file conversion. The utility is also available through the FREE software link on the Maine GIS Data Catlaog under "CDProducts" at http://megis.maine.gov/catalog/ or from ESRI at http://www.esri.com/. CARE MUST BE TAKEN after import, not to separate the spatial information from its related INFO file. Since export files are in ASCII format make sure any file transfer method like FTP is executed under ASCII mode. Binary transfer will not work correctly.

Format Information Content:
MEGIS will soon make all data in the internet Data Catalog available in ESRI's ArcView shapefile format. This additional format will first be available for E911 data under the TOWNS tab. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView; you can create your own data using the shapefile format; an existing ARC/INFO coverage can be converted to a shapefile; other spatial data formats can be converted to shapefiles. Three files are created for each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles. CAUTION: When you edit an existing theme or shapefile you are creating a new dataset or at least a new version of a dataset; give the dataset a new name or a version identifier to reflect your edits. It should not be assumed that a conversion from shapefile back to coverage would produce the same data file as found in the original coverage format. The results of such a conversion are greatly improved by the use of PRECISION setting DOUBLE, DOUBLE and careful management of tolerances.
